Sweet girl having some trouble adjusting to apartment life

We got Riley as a puppy last May when we lived in Texas. She's a great dog, never barks, very good with our kids (5 and 1) She's house trained and loves to play fetch. She's also shy, and gets very anxious around new people, but usually warms up pretty quick if people are calm. We are reluctantly looking to rehome her as we have moved to an apartment, and can no longer provide her with the care that she needs. She is having a very hard time adjusting to having to go potty on a leash, and we are out of the apartment too frequently and have no yard for her to spend time in while we are out.
